USS Cole Skipper removed from promotion list

From reading this article, where Lippold (he was skipper of the USS Cole) is removed from the promotion list, I’m left with the impression he is OK with this.  I’m not anyone who gave 25 years to military service would be happy about their career being halted.  Am I reading this wrong?  Yes, he’s eligible again later, but anyone that has been in the service, any branch, knows this is a black mark.
